Department of Information Technology, Govt. of Madhya Pradesh has adopted the e-tendering System using online platform in 2006. The Project being a BOT Project implemented as "No Cost to GoMP" commenced through MP Government Order No. F3-3/2004/56 dated 07th Sept 2006.
In this context MAP_IT was declared the Nodal agency and the implementation partners in this project were consortium of Wipro and NexTenders for a period of 5 years. The MSA was signed on 16th Nov 2006 and it came into force from 25th Mar 2007 when PWD floated their first online tender. The initiative has proved that transparency; fairness and equal opportunity to private entrepreneurs who bid for Govt. Contracts, sell products or expertise to Govt. agencies will evolve a competitive market and contribute significantly to a vibrant economy.
Further, Government of Madhya Pradesh through an order No. F/3-3/2004/56 dated 24.04.2012 appointed MPSEDC, a corporation under the Department of Information Technology, Government of Madhya Pradesh, as the Nodal Agency for MP e-procurement project and was assigned the task to take the project forward by identifying a new service provider for the project, once the arrangement with current service provider comes to an end including the extended timelines.
After a transparent tender route, MPSEDC has selected M/s Tata Consultancy Services with Antares Systems Ltd as the new Implementation Agency for end-to-end e-Procurement solutions which would be much more comprehensive than e-tendering. The agreement with TCS & Antares has signed on 31.01.2013. The New Service Provider would undertake the Customisation, Integration, Implementation and Maintenance of Single, Unitary, Web Based e-Procurement Software (Portal) with all the specified modules that includes :—

  1. Centralized Supplier Management System
  2. Indenting Management.
  3. E-Tendering
  4. E-Auction
  5. Contract Management
  6. Catalogue Management
  7. E-Payments
  8. SMS Gateway
  9. Management Information System (MIS) & Accounting.

The system of e-Procurement is implemented on a Private-Public-Partnership (PPP) mode. The selected Service Provider would undertake the activities of Data migration from the existing e-tendering application to the new system. Further, the entire activities like e-procurement solution, necessary hardware, maintenance, operations, payment gateway integration, ongoing training to user departments & bidders would be undertaken by the Service Provider along with Helpdesk services on a 8AM to 10PM on all days to assist Government users and contractors in using the e-Procurement system.
The e-Procurement solution can be utilized by all GoMP departments including, local bodies, Agencies, PSU's, Corporations, Universities and municipal corporations along with their vendors. Co-operative sectors, World Bank funded projects, centrally sponsored schemes, and other authorities can also use this solution.

This is to bring to your notice, that exemption of tender fees has been introduced across all the departments of MPEPROC for SME bidders. The bidders falling in this category need to upload the required document for successful participation else they are liable to be disqualified by the department. Kindly also make a note that the SME Bidders select the option i.e. if they are eligible to the exemption or not, carefully, as only one chance shall be provided to select the same to participate in the tender.”
